When NEO_NETWORK=both, stdio tool calls without an explicit network default to mainnet. The HTTP entrypoint requires NEO_NETWORK=mainnet or NEO_NETWORK=testnet.
When a contract reference is a plain name and it is not in the local famous-contract registry, the server can fall back to https://api.n3index.dev for name-to-hash resolution before validating the contract on-chain.
