SPORE x402 Attestation

Six read-only checks for agents that pay per call over x402 v2 in USDC on Base: a signed attestation of a delivery packet, a bounty-packet preflight, token-approval and DNS preflight checks, a Base wallet lens, and an x402 endpoint check that verifies a target endpoint's 402 challenge before you pay it. Every tool is paid per call (0.002 - 0.01 USDC); an unpaid call returns HTTP 402 with the full challenge, and every answer carries a payment_settlement field reporting whether a USDC transfer to the payTo was verified on Base. Read-only: no keys, no custody, and the server never signs a transaction.
