Execution Flow (x402 / EIP-3009):
1. Establish SSE connection at the discovery endpoint (Free).
2. Fetch available tools via 'tools/list' (Free).
3. Upon invoking 'tools/call', the server will return HTTP 402 Payment Required alongside an EIP-712 challenge.
4. Generate an off-chain EIP-3009 TransferWithAuthorization signature. *No gas is required from the agent.*
5. Attach the signed JSON payload to the 'x-payment-authorization' header and repeat the request. The server will mathematically verify the signature and execute the tool.
