Language models can cite or apply a provision that opens correctly but does not support the proposition it is offered for.

The most dangerous hallucination is the one that passes verification: every link resolves, every docket number is real, and only the meaning is wrong. That is why we run dual-model verification — a model checking its own work will always agree with itself.
