What the agent sees

| accept | Use the contact as given. |
| confirm_with_user | Read the reason and any "did you mean" back to the user before using it. |
| ask_user_for_country | The number has no country code; ask, then retry with default_country. |
| reject_if_signup_else_confirm | Disposable inbox: block for sign-ups, otherwise confirm. |
| reject | Not a usable contact. |
