An .md doc is prose the AI has to keep honest by discipline. PAPI is state that updates itself as a side effect of working.

Tool responses do take up context, and we will not pretend otherwise. But they replace a heavier pattern: .mdplanning docs grow without limit and load in full every session, while PAPI's responses stay about the same size no matter how old the project gets. Session start is one scoped orient call instead of re-reading swollen docs and re-deriving where you are. Handoffs are assembled once at plan time, so a build session starts cold with exactly what it needs. And decision memory kills the priciest repeat spend of all: re-arguing settled decisions.
