Verify API - SHA-256 & Base USDC Proof Checks

Recomputes SHA-256 hashes server-side and decodes the USDC Transfer log of a Base transaction, returning PASS/PARTIAL/FAIL verdicts plus a markdown report. Remote HTTP API (OpenAPI 3.1), 0.10 USDC per call via x402, free /health.
